Many beaches, including those in the City of Cape Town had been quietly integrated. In August of the same year, an attempt by blacks led by Archbishop Desmond Tutu and other anti - apartheid leaders to use two whites only beaches outside Cape Town ended in a violent confrontation with Police. All beaches became multiracial in 1994, in consistent with "Our goal to eliminate apartheid) The apartheid regime came to an end in 1994, when South Africa was declared a democracy.
