Queen Elizabeth II to make rare speech to mark longest reign as UK monarch.

The 89 year old Queen Elizabeth II is to make a rare public speech to mark the historic milestone of becoming the longest reigning monarch of Britain on September 09, 2015. The Queen will thank her British and Commonwealth subjects for 63 years of support when she overtakes the record of her great great grand mother Queen Victoria.
In a rare departure from her practice of observing such in private; she is to make a rare speech at Tweedbank where she will officially open the Borders Railway, the longest domestic railway line built to be built in UK in over a century. She will board a train at Edinburgh Waverley station pulled by a steam locomotive and travel 2 hours on coming Wednesday , stopping at Newton Grange enroute to Tweedbank. She will spend her evening with Duke and Duchess of Cambridge but not the Prince of Wales, her and heir.
The Prince has a prior engagement that day and has not kept that day free as Buckingham Palace has told Royal family members that it should be business as usual that day. Prince Charles at 66 himself is a record as he is the longest surving heir of Britain.
